The NHS's Challenge
NHS organisations are under pressure from every direction at once. EPR programmes dominate transformation capacity but create as much optimisation work as they solve, stretching teams that are simultaneously expected to deliver on FDP and respond to the emerging Single Patient Record programme. Financial pressures are severe and getting worse. Cyber threats are increasing, including the risk that staff are accessing records they shouldn't. AI is being adopted without a clear framework for containing the risk.
Behind all of this, frontline staff are building their own tools outside IT governance because the formal systems don't do what they need. In 2026 I surveyed all NHS Trusts on the scale of this shadow IT. The findings are sobering. Read the research →
Technology adoption is still treated as "buy a product" rather than "change the way we work." An example of this is where organisations implement Copilot and leave it to staff to figure out what to do with it. Or adopt FDP and use it to produce yet more dashboards. That is the gap I work in.

About
I spent nineteen years in NHS Trusts, building data systems with clinicians and executives at every level. I co-produced data solutions with clinical teams, built tools that gave frontline staff the ability to see and act on their own data, and helped service directors deliver operational priorities using pragmatic, effective technology.
At Oxleas NHS Foundation Trust I worked across six clinical directorates, developing locally owned transformation plans and building a business intelligence applications used by over 5,000 clinicians that won an HSJ Award.
At NHS England, I led the team that designed and built the data engineering layer of the national Federated Data Platform. The team grew to around 150 under my leadership. I worked directly with Palantir, on the Canonical Data Model, the ontology architecture, and the national product pipeline. I saw the scale of what the platform could do for frontline staff if Trusts were supported to use it properly, and I saw how far the programme's own communications fell short of explaining that potential.
I founded Bartlett Data to support the NHS to succeed with data, with a free hand to choose where to add the most value. That means working with Trusts, writing publicly, building on the platform, and saying what I think truthfully and with respect.
I write regularly for Computer Weekly and I run the FDP Pioneers Network, a closed peer group for NHS data professionals building on FDP.
